Randall was the representative for Massachusetts’s 13th congressional district and was a Republican. He served from 1893 to 1895.

He was previously the representative for Massachusetts’s 1st congressional district as a Republican from 1891 to 1893; and the representative for Massachusetts’s 1st congressional district as a Republican from 1889 to 1891.
