Sumner was a senator from Massachusetts and was most recently a Liberal Republican (1869-1875) and previously a Republican (1863-1869). He served from 1863 to 1875.

He was previously a senator from Massachusetts as a Republican from 1857 to 1863; and a senator from Massachusetts as an Ind. Republican-Democrat from 1851 to 1857.
