Clark was a senator from Wyoming and was a Republican. He served from 1905 to 1917.

He was previously a senator from Wyoming as a Republican from 1899 to 1905; a senator from Wyoming as a Republican from 1895 to 1899; the representative for Wyoming’s at-large district as a Republican from 1891 to 1893; and the representative for Wyoming’s at-large district as a Republican from 1889 to 1891.
