Reed was the representative for New York’s 43rd congressional district and was a Republican. He served from 1953 to 1960.

He was previously the representative for New York’s 45th congressional district as a Republican from 1945 to 1952; the representative for New York’s 43rd congressional district as a Republican from 1931 to 1944; the representative for New York’s 43rd congressional district as a Republican from 1927 to 1931; the representative for New York’s 43rd congressional district as a Republican from 1925 to 1927; the representative for New York’s 43rd congressional district as a Republican from 1923 to 1925; and the representative for New York’s 43rd congressional district as a Republican from 1919 to 1923.
