Foster was the representative for Vermont’s 1st congressional district and was a Republican. He served from 1907 to 1912.

He was previously the representative for Vermont’s 1st congressional district as a Republican from 1905 to 1907; the representative for Vermont’s 1st congressional district as a Republican from 1903 to 1905; and the representative for Vermont’s 1st congressional district as a Republican from 1901 to 1903.
