Mercer was the representative for Nebraska’s 2nd congressional district and was a Republican. He served from 1901 to 1903.

He was previously the representative for Nebraska’s 2nd congressional district as a Republican from 1899 to 1901; the representative for Nebraska’s 2nd congressional district as a Republican from 1895 to 1899; and the representative for Nebraska’s 2nd congressional district as a Republican from 1893 to 1895.
