Thomas was the representative for New York’s 12th congressional district and was a Republican. He served from 1807 to 1809.

He was previously the representative for New York’s 12th congressional district as a Republican from 1805 to 1807; the representative for New York’s 12th congressional district as a Republican from 1803 to 1805; and the representative for New York’s 7th congressional district as a Republican from 1801 to 1803.
