Taylor was the representative for New York’s 31st congressional district and was a Republican. He served from 1953 to 1960.

He was previously the representative for New York’s 33rd congressional district as a Republican from 1945 to 1952; and the representative for New York’s 29th congressional district as a Republican from 1943 to 1944.
