Martin was the representative for South Dakota’s 3rd congressional district and was a Republican. He served from 1913 to 1915.

He was previously the representative for South Dakota as a Republican from 1907 to 1913; the representative for South Dakota as a Republican from 1905 to 1907; the representative for South Dakota as a Republican from 1903 to 1905; and the representative for South Dakota as a Republican from 1901 to 1903.
