Howard was the representative for Nebraska’s 3rd congressional district and was a Democrat. He served from 1931 to 1934.
He was previously the representative for Nebraska’s 3rd congressional district as a Democrat from 1927 to 1931; the representative for Nebraska’s 3rd congressional district as a Democrat from 1925 to 1927; and the representative for Nebraska’s 3rd congressional district as a Democrat from 1923 to 1925.
