Hayes was the representative for California’s 8th congressional district and was a Republican. He served from 1915 to 1919.

He was previously the representative for California’s 8th congressional district as a Republican from 1913 to 1915; the representative for California’s 5th congressional district as a Republican from 1907 to 1913; and the representative for California’s 5th congressional district as a Republican from 1905 to 1907.
