McMullen was the representative for Virginia’s 13th congressional district and was a Democrat. He served from 1855 to 1857.

He was previously the representative for Virginia’s 13th congressional district as a Democrat from 1853 to 1855; the representative for Virginia’s 13th congressional district as a Democrat from 1851 to 1853; and the representative for Virginia’s 13th congressional district as a Democrat from 1849 to 1851.
