Cushman was the representative for Washington’s 2nd congressional district and was a Republican. He served from 1909 to 1911.

He was previously the representative for Washington as a Republican from 1907 to 1909; the representative for Washington as a Republican from 1905 to 1907; the representative for Washington as a Republican from 1903 to 1905; the representative for Washington as a Republican from 1901 to 1903; and the representative for Washington as a Republican from 1899 to 1901.
