Kellogg, a Republican, was the representative for Alabama's 1st congressional district from 1867 to 1869.

He was previously the representative for Michigan's 4th congressional district (1863-1865); the representative for Michigan's 3rd congressional district (1861-1863); and the representative for Michigan's 3rd congressional district (1859-1861).
