Walter was the representative for Pennsylvania’s 15th congressional district and was a Democrat. He served from 1953 to 1964.

He was previously the representative for Pennsylvania’s 20th congressional district as a Democrat from 1945 to 1952; and the representative for Pennsylvania’s 21st congressional district as a Democrat from 1933 to 1944.
