Clark was the representative for Florida’s 2nd congressional district and was a Democrat. He served from 1923 to 1925.

He was previously the representative for Florida’s 2nd congressional district as a Democrat from 1915 to 1923; the representative for Florida’s 2nd congressional district as a Democrat from 1907 to 1915; and the representative for Florida’s 2nd congressional district as a Democrat from 1905 to 1907.
