Hurd was the representative for Ohio’s 10th congressional district and was a Democrat. He served from 1883 to 1885.

He was previously the representative for Ohio’s 7th congressional district as a Democrat from 1879 to 1881; and the representative for Ohio’s 6th congressional district as a Democrat from 1875 to 1877.
