Hartley was the representative for New Jersey’s 10th congressional district and was a Republican. He served from 1933 to 1948.

He was previously the representative for New Jersey’s 8th congressional district as a Republican from 1931 to 1933; and the representative for New Jersey’s 8th congressional district as a Republican from 1929 to 1931.
