Withrow was the representative for Wisconsin’s 3rd congressional district and was a Republican. He served from 1949 to 1960.

He was previously the representative for Wisconsin’s 3rd congressional district as most recently a Progressive (1935-1938) and previously a Republican (1933-1934) from 1933 to 1938; and the representative for Wisconsin’s 7th congressional district as a Republican from 1931 to 1933.
