Converse was the representative for Ohio’s 13th congressional district and was a Democrat. He served from 1883 to 1885.

He was previously the representative for Ohio’s 12th congressional district as a Democrat from 1881 to 1883; and the representative for Ohio’s 9th congressional district as a Democrat from 1879 to 1881.
