Houston was a senator from Alabama and was a Democrat. He served from 1879 to 1879.

He was previously the representative for Alabama’s 5th congressional district as a Democrat from 1859 to 1861; the representative for Alabama’s 5th congressional district as a Democrat from 1857 to 1859; the representative for Alabama’s 5th congressional district as a Democrat from 1855 to 1857; the representative for Alabama’s 5th congressional district as a Democrat from 1853 to 1855; the representative for Alabama’s 5th congressional district as a Democrat from 1851 to 1853; the representative for Alabama’s 5th congressional district as a Democrat from 1847 to 1849; the representative for Alabama’s 5th congressional district as a Democrat from 1845 to 1847; the representative for Alabama’s 5th congressional district as a Democrat from 1843 to 1845; and the representative for Alabama’s at-large district as a Democrat from 1841 to 1843.
