Huff, a Republican, was the representative for Pennsylvania's 22nd congressional district from 1907 to 1911.

He was previously the representative for Pennsylvania's 22nd congressional district (1905-1907); the representative for Pennsylvania's 22nd congressional district (1903-1905); the representative for Pennsylvania (1895-1897); and the representative for Pennsylvania's 21st congressional district (1891-1893).
