Marsh was the representative for Vermont’s 3rd congressional district and was a Whig. He served from 1849 to 1851.

He was previously the representative for Vermont’s 3rd congressional district as a Whig from 1847 to 1849; the representative for Vermont’s 3rd congressional district as a Whig from 1845 to 1847; and the representative for Vermont’s 3rd congressional district as a Whig from 1843 to 1845.
