Tinkham was the representative for Massachusetts’s 10th congressional district and was a Republican. He served from 1933 to 1942.

He was previously the representative for Massachusetts’s 11th congressional district as a Republican from 1931 to 1933; the representative for Massachusetts’s 11th congressional district as a Republican from 1927 to 1931; the representative for Massachusetts’s 11th congressional district as a Republican from 1925 to 1927; the representative for Massachusetts’s 11th congressional district as a Republican from 1923 to 1925; and the representative for Massachusetts’s 11th congressional district as a Republican from 1915 to 1923.
