Maynard was the representative for Virginia’s 2nd congressional district and was a Democrat. He served from 1907 to 1911.

He was previously the representative for Virginia’s 2nd congressional district as a Democrat from 1905 to 1907; the representative for Virginia’s 2nd congressional district as a Democrat from 1903 to 1905; and the representative for Virginia’s 2nd congressional district as a Democrat from 1901 to 1903.
