Bennett was the representative for New York’s 21st congressional district and was a Republican. He served from 1857 to 1859.

He was previously the representative for New York’s 21st congressional district as an Ind. Republican-Democrat from 1855 to 1857; the representative for New York’s 21st congressional district as a Whig from 1853 to 1855; the representative for New York’s 22nd congressional district as a Whig from 1851 to 1853; and the representative for New York’s 22nd congressional district as a Whig from 1849 to 1851.
