Blair was the representative for New Hampshire’s 1st congressional district and was a Republican. He served from 1893 to 1895.
He was previously a senator from New Hampshire as a Republican from 1885 to 1891; a senator from New Hampshire as a Republican from 1879 to 1885; the representative for New Hampshire’s 3rd congressional district as a Republican from 1877 to 1879; and the representative for New Hampshire’s 3rd congressional district as a Republican from 1875 to 1877.
