Davis was the representative for Maryland’s 3rd congressional district and was an Unconditional Unionist. He served from 1863 to 1865.
He was previously the representative for Maryland’s 4th congressional district as an American from 1859 to 1861; the representative for Maryland’s 4th congressional district as an American from 1857 to 1859; and the representative for Maryland’s 4th congressional district as an American from 1855 to 1857.
