Goldfogle was the representative for New York’s 12th congressional district and was a Democrat. He served from 1919 to 1921.

He was previously the representative for New York’s 12th congressional district as a Democrat from 1913 to 1915; the representative for New York’s 9th congressional district as a Democrat from 1907 to 1913; the representative for New York’s 9th congressional district as a Democrat from 1905 to 1907; the representative for New York’s 9th congressional district as a Democrat from 1903 to 1905; and the representative for New York’s 9th congressional district as a Democrat from 1901 to 1903.
