Eberharter was the representative for Pennsylvania’s 28th congressional district and was a Democrat. He served from 1953 to 1958.

He was previously the representative for Pennsylvania’s 32nd congressional district as a Democrat from 1945 to 1952; the representative for Pennsylvania’s 31st congressional district as a Democrat from 1943 to 1944; and the representative for Pennsylvania’s 32nd congressional district as a Democrat from 1937 to 1942.
