Gallinger was a senator from New Hampshire and was a Republican. He served from 1915 to 1919.

He was previously a senator from New Hampshire as a Republican from 1903 to 1915; a senator from New Hampshire as a Republican from 1891 to 1903; the representative for New Hampshire’s 2nd congressional district as a Republican from 1887 to 1889; and the representative for New Hampshire’s 2nd congressional district as a Republican from 1885 to 1887.
