Kurtz was the representative for Pennsylvania’s 23rd congressional district and was a Republican. He served from 1933 to 1934.
He was previously the representative for Pennsylvania’s 21st congressional district as a Republican from 1931 to 1933; the representative for Pennsylvania’s 21st congressional district as a Republican from 1927 to 1931; the representative for Pennsylvania’s 21st congressional district as a Republican from 1925 to 1927; and the representative for Pennsylvania’s 21st congressional district as a Republican from 1923 to 1925.
