Ruppert was the representative for New York’s 16th congressional district and was a Democrat. He served from 1905 to 1907.

He was previously the representative for New York’s 16th congressional district as a Democrat from 1903 to 1905; the representative for New York’s 15th congressional district as a Democrat from 1901 to 1903; and the representative for New York’s 15th congressional district as a Democrat from 1899 to 1901.
