Ashley was the representative for Ohio’s 10th congressional district and was a Republican. He served from 1865 to 1869.

He was previously the representative for Ohio’s 10th congressional district as a Republican from 1863 to 1865; the representative for Ohio’s 5th congressional district as a Republican from 1861 to 1863; and the representative for Ohio’s 5th congressional district as a Republican from 1859 to 1861.
