Black was the representative for Pennsylvania’s 16th congressional district and was a Democrat. He served from 1845 to 1847.

He was previously the representative for Pennsylvania’s 16th congressional district as a Democrat from 1843 to 1845; and the representative for Pennsylvania’s 13th congressional district as a Jackson from 1835 to 1837.
