Breckinridge was the representative for Virginia’s 5th congressional district and was a Federalist. He served from 1815 to 1817.

He was previously the representative for Virginia’s 5th congressional district as a Federalist from 1811 to 1815; and the representative for Virginia’s 5th congressional district as a Federalist from 1809 to 1811.
