Buchanan was the representative for New Jersey’s 2nd congressional district and was a Republican. He served from 1891 to 1893.

He was previously the representative for New Jersey’s 2nd congressional district as a Republican from 1889 to 1891; the representative for New Jersey’s 2nd congressional district as a Republican from 1887 to 1889; and the representative for New Jersey’s 2nd congressional district as a Republican from 1885 to 1887.
