Clark was the representative for Kentucky’s 3rd congressional district and was a Republican. He served from 1829 to 1831.

He was previously the representative for Kentucky’s 3rd congressional district as an Adams from 1827 to 1829; the representative for Kentucky’s 3rd congressional district as an Adams from 1825 to 1827; the representative for Kentucky’s 1st congressional district as a Republican from 1815 to 1817; and the representative for Kentucky’s 1st congressional district as a Republican from 1813 to 1815.
