Former Representative for Maryland’s 3rd District

Harris was the representative for Maryland’s 3rd congressional district and was an American. He served from 1859 to 1861.

He was previously the representative for Maryland’s 3rd congressional district as an American from 1857 to 1859; and the representative for Maryland’s 3rd congressional district as an American from 1855 to 1857.

Legislators who enslaved Black people

Harris was among more than 1,800 legislators who enslaved Black people. The Washington Post compiled the first database of slaveholding members of Congress by examining thousands of pages of census records and historical documents. Harris was one of them.
