Hughes was the representative for West Virginia’s 4th congressional district and was a Republican. He served from 1927 to 1931.

He was previously the representative for West Virginia’s 5th congressional district as a Republican from 1907 to 1915; the representative for West Virginia’s 5th congressional district as a Republican from 1905 to 1907; the representative for West Virginia’s 5th congressional district as a Republican from 1903 to 1905; and the representative for West Virginia’s 4th congressional district as a Republican from 1901 to 1903.
