Laird was the representative for Nebraska’s 2nd congressional district and was a Republican. He served from 1889 to 1891.

He was previously the representative for Nebraska’s 2nd congressional district as a Republican from 1887 to 1889; the representative for Nebraska’s 2nd congressional district as a Republican from 1885 to 1887; and the representative for Nebraska’s 2nd congressional district as a Republican from 1883 to 1885.
