Maher was the representative for New York’s 7th congressional district and was a Democrat. He served from 1919 to 1921.

He was previously the representative for New York’s 5th congressional district as a Democrat from 1915 to 1919; the representative for New York’s 5th congressional district as a Democrat from 1913 to 1915; and the representative for New York’s 3rd congressional district as a Democrat from 1911 to 1913.
