Monroe was the representative for Ohio’s 17th congressional district and was a Republican. He served from 1879 to 1881.

He was previously the representative for Ohio’s 18th congressional district as a Republican from 1877 to 1879; the representative for Ohio’s 18th congressional district as a Republican from 1875 to 1877; the representative for Ohio’s 18th congressional district as a Republican from 1873 to 1875; and the representative for Ohio’s 14th congressional district as a Republican from 1871 to 1873.
