Orr was the representative for South Carolina’s 5th congressional district and was a Democrat. He served from 1857 to 1859.

He was previously the representative for South Carolina’s 5th congressional district as a Democrat from 1855 to 1857; the representative for South Carolina’s 5th congressional district as a Democrat from 1853 to 1855; the representative for South Carolina’s 2nd congressional district as a Democrat from 1851 to 1853; and the representative for South Carolina’s 2nd congressional district as a Democrat from 1849 to 1851.
