Robinson, a Democrat, was the representative for Illinois's 12th congressional district from 1873 to 1875.

He was previously the representative for Illinois's 8th congressional district (1871-1873); the representative for Illinois's 11th congressional district (1863-1865); the representative for Illinois's 7th congressional district (1861-1863); and the representative for Illinois's 7th congressional district (1859-1861).
