Taylor, a Republican, was the representative for Tennessee's 2nd congressional district from 1931 to 1940.

He was previously the representative for Tennessee's 2nd congressional district (1927-1931); the representative for Tennessee's 2nd congressional district (1925-1927); the representative for Tennessee's 2nd congressional district (1923-1925); and the representative for Tennessee's 2nd congressional district (1919-1923).
