Wolfenden was the representative for Pennsylvania’s 7th congressional district and was a Republican. He served from 1945 to 1946.

He was previously the representative for Pennsylvania’s 8th congressional district as a Republican from 1931 to 1944; and the representative for Pennsylvania’s 8th congressional district as a Republican from 1927 to 1931.
