Bingham, a Republican, was the representative for Ohio's 16th congressional district from 1865 to 1873.

He was previously the representative for Ohio's 21st congressional district (1861-1863); the representative for Ohio's 21st congressional district (1859-1861); the representative for Ohio's 21st congressional district (1857-1859); and the representative for Ohio's 21st congressional district (1855-1857; Ind. Republican-Democrat).
