Carlile was a senator from Virginia and was an Unionist. He served from 1861 to 1865.

He was previously the representative for Virginia’s 11th congressional district as an Unionist from 1861 to 1861; and the representative for Virginia’s 11th congressional district as an American from 1855 to 1857.
