Clopton was the representative for Virginia’s 23rd congressional district and was a Republican. He served from 1815 to 1817.

He was previously the representative for Virginia’s 23rd congressional district as a Republican from 1813 to 1815; the representative for Virginia’s 22nd congressional district as a Republican from 1811 to 1813; the representative for Virginia’s 22nd congressional district as a Republican from 1807 to 1811; the representative for Virginia’s 22nd congressional district as a Republican from 1805 to 1807; the representative for Virginia’s 22nd congressional district as a Republican from 1803 to 1805; the representative for Virginia’s 13th congressional district as a Republican from 1801 to 1803; and the representative for Virginia’s 13th congressional district as a Republican from 1795 to 1799.
